1. Quienes fueron actores de los acontecimientos del 20 de julio de 1810, tenían en mente el futuro de una Patria en la cual todos pudieran recobrar la dignidad de hombres, la libertad nacional, los derechos naturales, la gloria y el honor y sabían que, al defender estos valores, exponían sus seguridades personales, sus bienes, su familia y hasta su vida.
Hoy, a doscientos años de esos acontecimientos y ante el nuevo llamado de la democracia para adelantar el proceso electoral del 2010, queremos inspirarnos en los ideales que están en la base de nuestra nacionalidad y del heroísmo de nuestros próceres.
2. Todos reconocemos los males que aquejan nuestra nación. Basta con escuchar los titulares de cualquier noticiero. Sin embargo, queremos resaltar la violencia que recorre todos los ámbitos, (familia, estadios, comunas, campos, pandillas, colegios, etc.), el desempleo, el desplazamiento forzado, la falta de vivienda, el hambre, la impunidad, la corrupción, la cultura de la ilegalidad, pues todo esto constituye los elementos del desafío que han de afrontar con creatividad, audacia, abnegación y trasparencia, quienes asumen la noble tarea de la política.
Los innumerables tesoros del alma colombiana, tan rica en valores humanos y cristianos, heredados de nuestros mayores, y entre los cuales cabe destacar la probada solidaridad con quienes sufren, la fortaleza ante la adversidad, la capacidad de levantarse de las más difíciles circunstancias y la cohesión familiar, deben ser aprovechados y estimulados con entusiasmo para la construcción de una Patria en la cual nos sintamos hijos y partícipes de su futuro.
3. Es doloroso constatar que algunos de los que fueron elegidos en pasados comicios están en la cárcel o han sido destituidos de sus cargos o se han visto cuestionados en su idoneidad, honradez y transparencia de vida; esto ha producido un gran desgano y apatía en el electorado, sospecha y desilusión hacia los políticos y sentimiento de haber sido burlados y defraudados.
4. Ante este panorama, estamos convencidos, los obispos de Colombia, de que todos somos responsables del presente y del futuro de la nación. Es por esto, que hacemos un llamado a los candidatos a pensar en el bien común antes que en intereses personales o partidistas y a presentar programas que respondan a las necesidades del pueblo; y a los electores a aprovechar la oportunidad para cumplir el deber y el derecho de votar y participar así activamente en la gestión de la cosa pública. Se trata de ejercitar nuestra conciencia ciudadana en la escogencia de personas que, por sus calidades éticas y competencias profesionales, estén dispuestas, como nuestros próceres, a comprometerse en la búsqueda de caminos que conduzcan a la justicia, la fraternidad y el bienestar de todos los ciudadanos.
